State Telecommunications System (STS) - Long Distance Services

The State Telecommunications System (STS) provides long distance voice and switched digital services to state government offices, university system administrative offices, and affiliated users in cities, counties, school districts, and certain tax-exempt and government-funded organizations.
Services:
Long Distance - Customers in STS Centrex Message Centers have access to the STS long distance network by dialing a code - usually 8. This provides the lowest outbound calling rates.
800 - Toll free STS 800 service is available to customers in STS Centrex Message Centers. This provides the lowest inbound calling rates.
Video - Compressed videoconferencing and other switched digital services are available at STS Centrex Message Centers.
OneNet Service - An economical alternative where STS is not available or a backup to STS Centrex Message Centers. See dialing instructions below.
Dialing Instructions:
Callers in STS Centrex Message Centers dial a common access code, usually 8, then 1 and the ten digit number to make an STS call. Exceptions to this are La Crosse and Waukesha where the access codes are 3 and 7, respectively.
OneNet switched access - Dialing instructions will depend on the type of telephone system used. Below are a few common examples of how callers might make OneNet calls:
From an STS Centrex Message Center - If STS is not available for any reason, callers have the option of dialing 9+1 and the ten digit number.
From other (non-STS) Centrexes - Callers generally dial 9+1 and the ten digit number.
From a measured business line - Callers dial 1 plus the ten digit number.
From a PBX or Key System - This varies by system. Your telecom manager or system administrator will be able to provide dialing instructions.
Personal use of STS:
The STS network is intended for governmental use and not personal use. Personal use of the State Telephone System is addressed in the ethics code under Wi Stats s.19.45(5) and the DER rules under ERPERS 24.04.
