This civil service classification is non-represented and is assigned to the 81-01 pay schedule/range. A two-year Career Executive trial period will be required.

This position is located in downtown Madison.
The Director of the Bureau of Portfolio and Operations Management, under the general supervision of the Administrator of the Division of State Facilities, serves as a member of the leadership team, and is responsible for all real estate and financial transactions, development of the Capital, biennial and annual operating budgets, and leasing and space management, for a division of approximately 245 staff members and an operating budget of approximately $45 million.
Job Duties:
The position reports to the Division Administrator and works closely with the Administrator in working with state agencies, the public sector, and the state legislature. The position participates in regular briefings and planning sessions with the Department Secretary, Deputy Secretary, Executive Assistant, and State Budget Director on facility and land assets for disposition, and other real estate issues.
This position is responsible for the development of the State’s Capital Budget of approximately $1.0 billion for the University of Wisconsin System and all other state agencies, development of the Biennial Budget, and annual Operating Budget for the Division. The position manages the implementation of the State Building Program approved by the Governor and the State Building Commission, including the evaluation of agency capital improvements and long range facility plans, and advises high level officials regarding budget authority, project balances, and expenditure plans.
In addition, this position is responsible for developing and implementing a statewide acquisition and allocation plan for space used by state agencies in leased facilities or state owned office buildings in a manner that maintains a low total vacancy. This position is also responsible for the development and prioritization of capital projects required for the maintenance in DOA-owned facilities including state office buildings, and for building modifications required to meet tenant needs. The position manages the staff responsible for managing the occupancy of state office buildings. This position manages the process for bidding and procurement of contracts. This position also oversees public Construction Bidding, reviews bid irregularities and errors, and manages the execution of Construction Contracts. This position is responsible for the management of all business, technology, and administrative operations in the division including procurement, call center, business intelligence and technology systems, division performance and quality assurance, training and development, and personnel transactions.

Job Knowledge, Skills and Abilities:
This position requires strong supervisory and leadership skills and abilities, as well as strong communications skills and effective skill in use of consensus building to reach decisions. This position requires strong inter-personal skills, including the ability to work directly and independently with high-level business managers and staff. Knowledge of and ability to work with the Wisconsin Legislature and the Wisconsin’s Governor’s Office on a wide variety of subjects that impact the bureau is desired. Knowledge of development and implementation of the Wisconsin biennial operating and capital budget and development of annual implemented operating budgets is also desired. Knowledge of the principles and theory of accounting and auditing, particularly as applied to budget development and control, as well as knowledge of principles of statistical analysis are requirements of this position. Knowledge of budgeting principles and techniques and knowledge of complex budget and policy issue identification and analysis are also required. This position requires knowledge of business program planning, policy analysis and evaluation techniques, as well as knowledge of research techniques and resources. Knowledge of computers and information technology including spreadsheets, data bases, word processing, e-mail, and the Internet is desired.
