AE News & Policy and Procedure Manual

POLICY AND PROCEDURE MANUAL FOR ARCHITECTS/ENGINEERS & CONSULTANTS

  • IMPORTANT NOTE:  It is likely that with the next revision to this document it will be in MS-Word 2010 (.docx) format.  Users are advised to prepare for this so there are no compatibility issues.
  • Throughout the document, there have been minor edits, including references to the budget thresholds have been revised to reflect changes resulting from the 2011 Wisconsin Act 32 biennial budget bill.
  • References to the Department of Commerce (COMM) were replaced with Department of Safety and Professional Services (SPS)
  • Instructions for use of the DSF SharePoint file Transfer site were clarified and updated, including File Naming Requirements for Submittals.
  • Updated the Sustainable Design and Energy Conservation standards to reflect changes resulting from Executive Order 63. 

  

Effective March 9, 2011, Executive Order #108 requiring contractor compliance of employing "Apprentices on State Construction Projects" was rescinded by Executive Order #18. To incorporate the changes the front end documents for both small and large projects were edited.

 

Projects over $150,000 - Major Project Front End Edits

All projects using the major project front end submitted for bidding document review and posting for bidding must incorporate the rescinding of apprentice requirements. This can be accomplished by two methods:

 

Method 1 - Editing Option (non-federally funded projects): Edit the previous version Front End documents (version dated 1/10/11) by modifying sheet A-1 to match the new A-1 sheet found in the Major Projects-Manual for Preparation of Specifications (Front End)-Projects posted after 3-17-11 and substitute the new form packet  Specification Forms (9)-PDF Format to be inserted in spec by AE  Rev. Date 3/17/2011 into the bidding documents.  This option allows the A/E to edit documents that are currently under development.

 

Method 2 - Utilize the new "Front End" documents which are currently available on the DSF website.

 

All bidding documents submitted to DSF for review after June 1, 2011 must use the Front End documents dated 3/17/11 (Method 1 "Editing Option" will not be allowed after June 1, 2011).

 

NOTE:  Effective immediately - Federally Funded projects must use the Major Projects-Manual for Preparation of Specifications (Front End)-Projects posted after 3-17-11 and substitute the new form packet  Specification Forms (9)-PDF Format to be inserted in spec by AE Rev. Date 3/17/2011 into the bidding documents (Method 1 "Editing Option" will not be allowed on Federally Funded projects).

 

Projects less than $150,000 - Using Solicited Bidding Procedures

The Small Projects program documents were edited to incorporate the rescinding of the apprentice requirements and other changes.  Use the revisions dated 3/17/2011 SIMPLIFIED PROCEDURES FOR SOLICITED BID PROJECTS - TEMPLATE, and CONDITIONS OF THE CONTRACT FOR SMALL PROJECTS for all solicited bids.

 


Effective November 1, 2010, Wisconsin Act 299 required a Disabled Veteran-Owned Business (DVB) diversity program. The Disabled Veteran-Owned Business program is similar to the Minority Business Enterprise program but without any specific DVB involvement goal. §      DVB Identification - A/E Data Record UpdateBy February 1, 2011, the A/E Data Record screen will be updated so a firm can identify their Disabled Veteran-Owned Business certification.

§      A/E ServicesFuture selections of A/Es through both the Consultant Invitation for Services and the Small Project A/E selection for services will consider a preference in awarding to Disabled Veteran-Owned Businesses certified and located in the state. There will be an emphasis on targeting small or emerging DVB firms.

 


 

WisBuild Revision:  In November 2010, State Facilities released WisBuild revision 1.5 with revision 1.52 planned for release in late January. The revisions improve construction management, project schedule reporting and contract compliance. WisBuild now displays and tracks multiple project phases and bid packages, electronically tracks outstanding project issues and captures proposed project schedules and actual project milestones.  Record Document Submittals:  Reminder - Submit a full-size set of hardcopy reproducible paper drawings and electronic CAD drawings, PDF drawings, Addenda and Project Manual on CD or DVD disc. For full submittal requirements, refer to the DSF CAD Standards Manual and the DSF Manual for Preparation of Specifications, Article 19 in the section titled "Explanation of Guide Specifications".

 


A/E'S AND CONSULTANTS INTERESTED IN PROVIDING PROFESSIONAL SERVICES TO THE STATE OF WISCONSIN -- If your A/E firm is interested in providing services to the State of Wisconsin, information can be located at various website links. A/E Consultants - How to Register to Provide Professional Services to the State of Wisconsin can help in establishing a WisBuild data record for doing business on construction projects of less than $150,000 or for establishing a data record for expressing interest in projects over $150,000. 

State Statutes require different solicitation methods based upon the overall size of the construction projects. Review the specific project and required professional services to determine if your firms qualifications meets the requirements outlined for the project. A/E Invitation for Services on construction projects up to $5 million requires submitting a letter expressing interest in the project. Each firm that has submitted a letter of interest will be reviewed and a firm will be chosen by the selection committee. A multi-step formal process is used for A/E selections on projects over $5 million. Follow the specific requirements listed within the project posting.

Projects listed for A/E Invitation for Services are subject to change at any time, up to and including the time of the Selection Committee meeting. Results of the A/E solicitations are posted on the A/E Invitation for Services Over $5 Million & Results and the A/E Selection Committee Results Up To $5 Million. The results will be revised following each meeting indicating the selections.
