Funding Opportunity Description:

 

The Wisconsin Department of Administration (DOA), is soliciting grant proposals for the purpose of furthering the study of engineering to meet the needs of business and the state according to Wisconsin State Statute 20.855 (4)(be). 

2009 Wisconsin Act 28 provides that  DOA may award grants over a three year period to further the study of engineering.   DOA anticipates that the successful project will result in the construction, expansion or remodeling of facilities to further the study of engineering in the state to meet the goals of the statute.  Projects to initiate or continue planning for facilities or the construction or renovation of a facility to meet this purpose will all be considered for funding.  

 

Total Amount to be Awarded: Approximately $5 million over a 3 year period (not more than $1,666,700 per year).

 

 Anticipated Amounts: DOA anticipates funding 1 project with a project period of performance of up to three (3) years.

 Who Is Eligible:  Eligible applicants are a municipality or a non-profit organization in a 1st class City pursuant to Wisconsin State Statute 20.855 (4)(be).

 

Cost Leveraging/Sharing Requirements: Although cost leveraging or sharing is not required, it is encouraged for a proposal to be selected for funding.

Grant Program to Further the Study of Engineering

Grant Application Requirements

 

I. Funding Opportunity Description

Wisconsin State Statute 20.855 (4)(be) states:  “The amounts in the schedule, to be disbursed by the Department of Administration over a 3-year period, to make grants to a municipality or a non-profit organization in a 1st class city for the purpose of furthering the study of engineering to meet the needs of business and the state. This paragraph does not apply after June 30, 2012.” 

 

2009 Wisconsin Act 28 provides $1.67 million over the next three years to further the study of engineering in the State. The Department anticipates that the successful project will result in the construction, expansion or remodeling of facilities to further the study of engineering in the state to meet the goals of the statute.  Projects to initiate or continue planning for facilities or the construction or renovation of a facility to meet this purpose will all be considered for funding.  

 

The amounts appropriated in 2009 Wisconsin Act 28 are $1,666,700 in the 2009-2010 budget year and $1,666,700 in the 2010-2011 budget year.

 

DOA is soliciting grant applications from eligible applicants to meet the parameters in Wisconsin State Statute 20.855 (4)(be).

 

The goal and objective of the program is to further the study of engineering to meet the needs of business and the state.

 

II. Award Information

 

DOA anticipates funding one applicant with state funds totaling approximately $5 million over a over a 3 year period (not more than $1,666,700 per year).  The third year of funding will be dependent upon appropriation of funds.  The period of performance begins this fiscal year and concludes June 30, 2012.

 

The funding instrument that will be used is a grant.

 

III. Eligibility Information

 

1. Eligible Applicants

*                     Eligible applicants are a municipality or a non-profit organization in a 1st class City pursuant to Wisconsin State Statute 20.855 (4)(be).

 

2. Cost Leveraging or Sharing Requirement

 

Although cost leveraging or sharing is not required, it is encouraged.

*         Project Narrative – The narrative must be organized into the four sections below and include information referenced in the criteria section.

4.       Effects on Furthering the Study of Engineering

5.       Applicants will also be expected to garner support for their application.  Therefore, please include letters of endorsement and support

V. Application/Proposal Review Information

 

1. Criteria

 

The evaluation criteria that will be used in evaluating proposals are as follows:

 

1.         Project Description (20%)

*         Give background information about the applicant entity including:  government or non-profit status, location, purpose of organization.

*         Include an explanation of the project and how the project will further the study of engineering to meet the needs of business and the state;

*         Include a timeline for activities within the project period.

*         Background information about partners.

 

2.         Project Management (20%)

*         Applicant must describe the organization’s and partner’s previous project management experiences and their plans to manage this project.

 

3.         Project Budget and Cost Benefits (20%)

*         Budget Information – Explain how the state funds will be utilized.  Include an expenditure plan for the state funding through June 30, 2012.

*         Describe the ability of the project to leverage the state grant funds with additional dollars and /or resources from other public and private agencies and institutions.

*         Explain how this one time state funded project will continue to help meet the goal of furthering the study of engineering beyond June 30, 2012.

*         Explain the soundness of the financial commitments to implement the project

 

4.         Effects on Furthering the Study of Engineering (20%)

*         State the number of students impacted by the proposal.

*         Provide the timeline of impact to students

*         Describe the long term impacts of the proposal to the study of engineering.

*         Explanation of impact to student

 

5.                   Evidence of project support (20%)

*         Explain the ability of the project to demonstrate support of community organizations, agencies, and governments.

 

2. Review and Selection Process

 

The review of proposals will be conducted by a three person panel made up of individuals from several areas of expertise within the DOA.  The panel will score each application received against the criteria identified above.  This panel will make a recommendation to the DOA Secretary for funding.

 

3. Anticipated Announcement and Award Date

 

DOA anticipates making an award prior to November 20, 2009.

 

4. Additional Information

 

Applicants may not submit replacement and/or revised pages and/or documents for any portion of a proposal once that portion has been submitted unless specifically requested by DOA.

 

VI. Award Administration Information

 

The successful applicant will receive a grant award document to be signed by the DOA Secretary. The grant award document will include the award period, the budget, special award conditions, Financial Assistance Standard Terms and Conditions, and will incorporate the applicable cost principles, and applicable policy and regulatory references that will govern the award. The grant award document will be mailed to the successful applicant via surface mail and requires a counter-signature on all copies by an authorized official at the organization.
