As a federally approved coastal management program, the Wisconsin Coastal Management Program has broad opportunities through a federal consistency review authority to influence federal government activities, construction, funding, permitting and other actions proposed within the coastal zone. It promotes coordination between state and federal policies, programs and agencies. The review process relies on and seeks to improve existing state programs. Federal regulations (15 CFR 930) establish the basic policies and procedures for coastal states, federal agencies and other affected parties pertaining to the federal consistency review process.
The Wisconsin Coastal Management Program (WCMP) has updated its policies. The update incorporates amendments and other changes to existing state statutes and regulations. The WCMP cooperated with the National Oceanic and Atmospheric Administration (NOAA) to complete the update. In a letter received August 24 and a supplemental letter received September 20, 2007, NOAA concurred with the WCMP's determination that the proposed changes constitute a Routine Program Change, meaning that the changes are not substantial. The WCMP has provided public notice on NOAA's determination, making the changes effective for federal consistency review.
