A/E and Consultants Interested in Any architect, engineer, designer, testing or specialty consultant can register with DSF for consideration for providing professional services to the State of Wisconsin. Firms interested in providing their services to the State of Wisconsin must meet the applicable portions of the Administrative Code Chapter 20. Getting Started Firms that are interested in providing professional services are to establish an Architect/Engineer Data Record. The form provides data to facilitate architect/engineer and consultant selection, services offered and areas of specialization. Those firms wishing to take the first step in becoming registered with a Data Record are encouraged to send company name, address, telephone and fax number and contact person and their e-mail address to wisbuild@wisconsin.gov. A return e-mail will be sent indicating a DSF WisBuild account has been set-up for the purpose of completing an A/E Data Record. Watch for a separate system e-mail containing your username/password and URL link to the site. DSF WisBuild is an in-house developed extranet web application used as a collaborative tool for managing building projects under the State of Wisconsin's capital building program. Two key functions of WisBuild include construction management and vendor payment processing. Follow the instructions that are included within the e-mail to set-up your firm's A/E Consultant Data Record. Please keep this record updated as it is your ticket to future DSF work.
Large Projects Selection Process Firms interested in providing services for projects with the overall value above $150,000 should regularly review the projects that are posted on the DSF A/E Invitation for Services Up To $5 Million and A/E Invitation for Services Over $5 Million. For information on the selection process review the A/E Policy and Procedure Manual. A/E Invitation for Services Up To $5 Million requires an A/E Data Record to be on file and a letter of interest submitted. A/E selection will be made by the Selection Committee. The WisBuild password and log in is required to express interest in the posted project solicitations. The A/E Monthly Selection Committee Agenda Process provides information on how to submit a letter of interest. A/E Invitation for Services Over $5 Million includes an Invitation File that identifies requirements above and beyond the A/E Data Record. All submitting firms, associate firms and all subconsultants and team members must have electronically registered with a completed A/E Data Record on or before the A/E submittal date that is shown on the A/E Invitation for Services. Besides the additional submittal requirements there are also interview requirements. A/E responsibilities specifically posted for each project are outlined in the posted projects Invitation File. Follow all requirements. The response, experience, qualifications, and past performance will determine further participation in the A/E selection process. Qualification submittals will be evaluated based upon the requirements outlined in the Invitation Information. Small Projects A/E or consulting firms interested in providing services for projects with overall value less than $150,000 should select the small project category under the Services Offered section of the A/E Data Record and upload a Consultant Fee Schedule to the A/E Data Record. This indicates interest in projects with an estimated total budget of less than $150,000. Services for Small Projects are based upon the fee schedule that is on record at the time the A/E firm is selected. The types of projects in the Small Project program range from programming, maintenance, environmental, inspections, small studies, health/safety or time-sensitive projects. Projects for this program are typically sporadic with little to no advance notice. Likewise, the types of projects and locations of projects are also not known until the project is requested. The Project Manager will select a firm by reviewing the Data Record on file. Small Project Selection Process: DSF will monitor the selection recommendations and will endeavor to include firms which have not previously worked for the State, not established a performance evaluation score or have limited experience with State projects. Consultants may be selected informally, reviewed and recommended based on the following criteria:
Other Information Pertinent to Providing A/E Consulting Services The Consultant is encouraged to become familiar with the DSF Consultant Terms and Conditions of the AE Contract based upon the size or type of services. At the time of A/E selection notification, DSF will include a sample contract for the project. The contract sample is based on the project scope and a fee proposal you will be expected to submit. Submit your proposal using the DSF A/E / Consultant Proposal template. The following links indicate examples of the terms and conditions of two types of contracts. Consultant contracts less than $30,000 will typically use form DOA-4147. Contracts for larger projects will use form DOA-4519P. DSF will not accept deviations from these Terms and Conditions.
