Duties and Enforcement


As set forth in Chapter 562, Wis. Stats., the Division of Gaming shall regulate racing and on-track pari-mutuel wagering and do everything necessary to ensure that the public interest is protected in relation to racing. To accomplish this directive, the Division has promulgated administrative rules that are looked upon as the industry standards, as well as developed staffing initiatives and program operations in the areas of occupational licensing and animal drug testing to regulate Wisconsin's pari-mutuel industry.

The identification of the following initiatives will serve as both a point of reference and benchmark in achieving the Division's objectives of fostering a strong, but fair, regulatory environment.

The following initiatives are pursued by the Division:

  • Maintain a regulatory staff presence at the track to provide for statutory and administrative code enforcement.
  • Issue licenses annually for the ownership, operation, sponsorship and management of the racetrack including the issuance of live race dates.
  • Perform annual occupational licensing, including the conduct of background investigations of all individuals and business entities participating in a licensed race meeting.
  • Perform audits of monies wagered, including revenues due the state, association and greyhound owners.
  • Perform admission audits and monitor the payment of funds due local and county governments.
  • Review and promulgate rules necessary to administer pari-mutuel racing and wagering.
  • Insure the humane treatment of all animals participating in a race meeting.
  • Provide for the operation of an on-site adoption program at the racetrack for retired greyhounds.
  • Administer a drug-testing program to prevent the administration of prohibited substances and medications to animals participating in a race.
  • Enforce the prohibition regarding the training of animals with live lures.

In order to carry out these initiatives, the Division of Gaming employs staff with an office located at the racetrack. This regulatory presence includes two stewards, veterinarian, veterinary assistants and licensing clerk. The Division's stewards oversee and supervise racing to ensure the integrity of the races, certify the official results of the races and settle any disputes arising from racing. The Division's veterinarian is responsible for the health, welfare and safety of the racing greyhounds. This includes the examination of the greyhounds before and after each race, conducting emergency medical treatment and performing kennel inspections. This position also supervises the veterinary assistants in the performance of their duties in the collection and shipment of urine samples obtained from competing greyhounds to the Division contract laboratory for analysis. The licensing clerks, in addition to processing the occupational licensing applications, are responsible for providing administrative support to the stewards and veterinarians.
