What is the MBE Program?

Wisconsin Act 390 passed in 1983 extended and amended the law relating to purchases made by state agencies. The program is under the Wisconsin Department of Administration’s Division of Enterprise Operations and is administered by a Program Director.

The Minority Business Enterprise Program is designed to increase the opportunity for Wisconsin certified minority owned companies to sell their products or services to the State of Wisconsin and its agencies. These include the many state departments, statutory authorities and the university system. Other agencies in Wisconsin state government including the court system are guided by the procurement goals of the program. The program specifically identifies state business opportunities, reviews and monitors all state contracts in purchasing, contractual services, architectural/engineering selection and state construction for compliance with the MBE goals.

What Opportunities are There?

Opportunities are available in general procurement of goods and services, the provision of professional services such as IT consultancy and non-road construction. Many such opportunities are publicized on Vendornet - the State of Wisconsin’s Bureau of Procurement bidding and purchasing information site. Opportunities in construction are publicized on the Division of State Facilities  website. Vendornet has a public domain and a private paid subscription service at a concessionary rate to Wisconsin certified minority businesses.

Who Qualifies?

Minority Businesses in this program must be certified by the Wisconsin Department of Commerce, Bureau of Minority Business Development. Such businesses can be sole proprietorships, partnerships, corporations or joint ventures which meet these requirements: (1) It is at least 51% owned, controlled and actively managed by minority group members as defined by statutes and (2) currently performing a useful business function.
