Prevailing Wage Law Changes Effective January 1, 2010 - The Wisconsin Department of Workforce Development is implementing the State Budget (2009 Wisconsin Act 28) prevailing wage rate laws. Any public works project with an estimated cost of completion of at least $25,000 requires a prevailing wage rate determination. This includes public work projects on owned, leased, purchased, lease purchased or otherwise acquired or dedicated to a governmental unit. Check the linked websites for specific details to determine if the Project Manual / Division 1 will require including the wage rates.

** DSF CAD - Title Block Templates -- are revised to match the Major Projects-Manual for Preparation of Specifications and must be used for all 100% review and bid documents submitted after 01/01/2010. The new title blocks can be used immediately if desired. Changes are to the project name and project location x-references.**

BID DOCUMENTS - Submittal Date and Invitation to Bid Posting Date -- Electronic posting of bid documents now allows DSF to post projects for bidding each work day. Coordinate with the Project Manager to determine the Bid Date and Invitation to Bid Posting Date. Provide the electronic project bidding documents to the Project Manager in time for them to review and forward to the Document Reviewer at least 7 calendar days prior to the posting date. Any electronic bidding document revisions required by the Document Reviewer must be incorporated and new electronic bidding documents submitted in time for the Project Manager to review and provide to the Document Reviewer at least 2 working days prior to the Bid Posting Date. Failure to meet these due dates may require revising the posting and bid due dates.

MAJOR PROJECTS-MANUAL FOR PREPARATION OF SPECIFICATIONS (FRONT END) Rev. 09/01/2009 -- DSF revised the Front End specification documents, the explanation guide and the Specification Form packets that are inserted into the specifications by the AE. Effective 11/01/2009 all projects shall include the revised Division 1 - Front End and revised Specification Forms.

NEW AE QUALIFICATION FORMS FOR MAJOR PROJECTS -- November 1, 2009, the forms used by consultants to submit their qualifications for projects $5 million and greater changed. View the Changes to the DSF Major Project Qualification Forms document for more information, instructions and examples.

ELECTRONIC DOCUMENT SUBMITTALS  -- there continues to be questions on electronic submittals. The Manual for Preparation of Specifications for Projects That Have a Construction Budget Greater than $40,000 -- See Explanation of Guide Specifications, (Article #20) and DSF CAD Standards Instruction Manual should answer most questions. Final review documents are to be 100% complete and accurate. Do not submit project documents that are only 90 or 95% complete. Contact the Project Manager or the DSF Specialists to ensure that the final review and bidding documents are complete. The ultimate goal is to have no addenda or change orders.

POLICY AND PROCEDURE MANUAL FOR ARCHITECTS/ENGINEERS & CONSULTANTS  (Revision dated November 1, 2009)—Always check the A/E News & Policy and Procedure Manual webpage for DSF updates. For ease of reference, notification of Master Specification changes are posted. Minor Master Specification changes are incorporated as needs arise but A/E news postings are only done when a change has major impacts; always use the latest version.

RECENT POLICY AND PROCEDURE REVISIONS (November 1, 2009)

§         3.C.1 b A/Es / Project Designer's Responsibility - for incorporating sustainable design and low total cost of occupancy.

§         3.D.5 & 3.D.6 Program Statement Requirements for incorporating DSF Sustainability Guidelines and indentifying Commissioning level.

§         4.C Design Guidelines - A/E services for Building Information Modeling on select projects.

§         4.D.5.a Storm Water Management and Erosion Control - the 2009 Wisconsin Budget Act transferred the Commerce - Commercial Building Construction Site Soil Erosion Program to the Department of Natural Resources.

§         4.I.2 Peer Review - revision for providing a DSF Sustainable Guideline checklist indicating items applicable to the project.

§         4.K.3.e Design Report Appendix - requires incorporating DSF Sustainable Facility Guideline checklist.

§         5.G Print Ready Bid Document Submittals - Electronic PDF Format: Clarification of electronic bidding document submittals.

§         6.A Advertising and Plan Distribution - is revised to reflect electronic distribution of bidding documents.

§         6.C & 6.D Receipt of Bids & Award of Contracts - is revised to reflect DSF process changes that have occurred over time.

§         6.C.6 Revision of Bid Documents for Construction:  To document changes to the bidding documents, construction documents are to be submitted following the electronic bidding document submittal requirements.

§         7.F.3 Record Drawings and Specifications: - Clarification of record submittals:  Submit a hard copy of the drawings and an electronic document of the specifications and drawings (CAD & PDF) with all project revisions incorporated into the documents.

§         7.F & 8.A Project Completion is revised to emphasize resolving construction, design and Agency issues for substantial completion and closing of contracts.

A/E'S AND CONSULTANTS INTERESTED IN PROVIDING PROFESSIONAL SERVICES TO THE STATE OF WISCONSIN -- If your A/E firm is interested in providing services to the State of Wisconsin, information can be located at various website links. A/E Consultants - How to Register to Provide Professional Services to the State of Wisconsin can help in establishing a WisBuild data record for doing business on construction projects of less than $150,000 or for establishing a data record for expressing interest in projects over $150,000. 

State Statutes require different solicitation methods based upon the overall size of the construction projects. Review the specific project and required professional services to determine if your firms qualifications meets the requirements outlined for the project. A/E Invitation for Services on construction projects up to $5 million requires submitting a letter expressing interest in the project. Each firm that has submitted a letter of interest will be reviewed and a firm will be chosen by the selection committee. A multi-step formal process is used for A/E selections on projects over $5 million. Follow the specific requirements listed within the project posting.

Projects listed for A/E Invitation for Services are subject to change at any time, up to and including the time of the Selection Committee meeting. Results of the A/E solicitations are posted on the A/E Invitation for Services Over $5 Million & Results and the A/E Selection Committee Results Up To $5 Million. The results will be revised following each meeting indicating the selections.
