Introduction to the Wisconsin Purchasing Process is the first in a series of procurement classes. It is a prerequisite to Writing and Conducting Requests for Bids, Writing and Conducting Requests for Proposals, Contract Administration, Negotiating on Behalf of the State of Wisconsin, Cost Benefit Analysis, and Purchasing Printing for the State of Wisconsin. Some individuals may find that this first class covers all the information they need. However, others who are involved in requests for bids (including printing) or requests for proposals may be interested in attending the entire series.
Short Outline: 
This class is designed for the Procurement/Purchasing Professional as a foundation course or as a refresher.  The course includes defining procurement, discusses its importance, provides a starting point for understanding, analyzes who is responsible, reviews the process and how it works, provides an understanding of when to use a Request for Bid (RFB) or a Request for Proposal (RFP), and when key policies apply.  The course also covers State Statutes, Administrative Code, Procurement Policy and Procedures as well as an introduction to State Procurement Contracts, VendorNet, and Procurement Ethics.  This course is a prerequisite for other Procurement Courses offered by the State Bureau of Procurement and is intended for those who will be conducting the Purchasing/Procurement process for an agency or program.
