General intergovernmental agreements are most frequently used by communities to cooperate with their municipal neighbors in providing services to area residents. For example, communities enter into General Agreements to cooperate to provide snow plowing, tax assessment, road maintenance, parks, libraries, recreational programs, stormwater management, share municipal buildings, share equipment, and share staff, among others.

However, General Agreements may also be used to resolve municipal boundary disputes, along with the issues that often accompany boundary disputes such as extraterritorial zoning and plat review, revenue from property taxes, services like sewer and water, conflicting design standards, etc.  General Agreements are limited to 10 years or less in duration, and no Department review is required.
